Revision of the emergency and crisis management manual followed by a simulation exercise

Background

A municipal utility was planning to optimise its emergency and crisis management manual. The aim was to compare the current status with other municipal utilities. Afterwards, an exercise was planned to test the practicality of the updated manual.

Solution

This project started off with a meeting to coordinate organisational details and define the scope of the first exercises and learning aims. All the documents provided were analysed in advance and a feedback table was created to provide input.

Using our customer’s documents, a suitable exercise was prepared simulating a power failure. A script for the exercise was created with 16 inserts and a matching presentation covering check-in, warm-up, explanation of the conditions for the exercise and review & feedback afterwards. In a two-hour simulation, the steering committee was able to familiarise and test the improved emergency and crisis management manual.

A report was then prepared in which the feedback table, key findings for optimising the emergency and crisis management manual, the exercise procedure and the lessons learned were documented. Finally, a coordination meeting was held to present the report and finalise the project.
