Recommendations for security measures at the sites of an Austrian energy company

Background

To ensure supply security and to fulfil the requirements of the CER Directive (EU 2022/2557), an Austrian energy company hired the 3-core GmbH to review the physical security and resilience of its gas storage sites. They requested support regarding the risk analysis, the evaluation of existing measures and recommendations for the fulfilment of the new directive.

Solution

The project started with the preparation of a questionnaire to determine the structural, technical and organisational security measures. All sites were then visited together with the customer to gather further information and gain an overview. Afterwards, the 3-core security experts were able to evaluate the current status quo.

To define the ideal security requirements, a risk assessment was conducted, taking into consideration and analysing the current security situation in Austria as well as the site-specific threats. A protection zone concept was developed on the results of this analysis. The protection goals of prevention, detection, identification and verification, obstruction, intervention and documentation were implemented, in accordance with the DIN EN 16763 and DIN VDE V 0826-20 standards.

Finally, the comprehensive, risk-based security concept was presented to the customer and a report was written for each site. Our customer now has a clear overview of the measures necessary to fulfil the CER directive.
