Crisis exercise for a power plant in cooperation with the fire department, municipality and police

Background

The 3-core GmbH was hired to create, conduct and assess a crisis management exercise for the emergency response team of a power plant. In addition to the power plant’s emergency response team, the police, fire department and municipality should also participate in the exercise.

Solution

In a joint kick-off meeting, our customer explained their requirements for the structure and scope of the exercise. Afterwards the relevant documents were provided to 3-core GmbH so that our team could get started with the realisation.

After this, the 3-core team approached the fire department, police and municipal authorities to develop a realistic scenario. The scenario was refined and adapted in further coordination meetings with all parties involved until the exercise had been finalised by all stakeholders. A script with 37 inserts was developed.

The following agenda was set for the day of the exercise:

check-in: introduction and expectations of the participants
customised focus exercise to strengthen communication within the team
active exercise phase (3 hours)
review and feedback discussion

At the end of the exercise, a report was prepared summarising the exercise and presenting the results and findings. In addition, our client decided that this kind of exercise needs to take place annually to strengthen cooperation.
